Telangana bill will be presented in next sessions

Home Minister Sushil Kumar Shinde has announced that Telangana bill will be presented in the next sessions of the Parliament, as the bill is still remained at State Assembly. So far, T-leaders are expecting the Center will ask President Pranab to summon special sessions of Parliament for passing the T-bill, soon after it is returned from State Assembly to him.

But, Shinde has stated the bill will be presented in next sessions, which means there is no proposal for summoning special sessions. Parliament will meet again during budget sessions that may begin after 15th February. If so, the question is why the Center wants to wait until next sessions instead of summoning special sessions? Is it keen to pass the bill or is again planning to shelve the bill blaming BJP or some others.
